There is now a document token called [RecordReferralsHtml] which allows this to be include on the Quote Summary screen.

It would be great to be able to add them to any document. This would help when referring cases to underwriters.

This sounds like something similar to the [Underwriting.Conditions] and [Underwriting.Memorandum] tokens work, producing a block of text.
