Start Cover button for admin users

Currently agents place cases on cover by using the start cover button.  they are then asked to confirm the inception date.

Admin users can only place cases on cover by selecting On Cover from the status dropdown.  This does not ask for the inception date.

It would be handy for Admin users to also have a Start Cover button, that functions in the same way as the Agent Start Cover button, so that we are prompted to check the inception date.  it would also be quicker as we would not have to update the inception date AND expiry date when placing cases on cover.

The status dropdown can remain unaltered, but the Start cover button would be an addition.

  This would help immensely and stop us putting on cases with the wrong date.
