Page Editing for MTA's/Renewals to be extended to include New business stage only

Would it be possible to enable the option for a page to be set at New Business. The option is already there for MTA's & Renewals but it would be nice to be able to hide a page that is required in an MTA but not in new business.

  Just had this on a recent build, some pages may only be required at MTA stage such as Declarations
