Dynamic Field [Proposal] and [Proposal_NoBlanks] values in mTA records

This field is often is to create Statements of Fact - if either are run on an MTA record the values shown in Calculation Questions will be those for that MTA record.

Ideally a SOF should detail the cover that the client now has in total after the alteration so it needs to show the new total cover value for the case in that year
