Allow rules to be filtered by active/inactive

It would be useful if we could filter the rules to show active/inactive rules.

We currently have many active inactive rules and it would be handy to see these split

  HI, Currently the inactive rules are in a light gray to make them different to the active rules... But maybe a checkbox to hide them completely..
