Freeze Matrix whilst risk is in the "on cover" status

We have had an issue with some of our risks being changed mid-term in error. This then causes issues with the finance reports.Users should always create an MTA in any case.

(p.s. this was due to changing the question set after the risk had been on cover automatically re-running the rates)

  If this is done I would like it to be an option as I would definitely like to retain the ability to change cases with an "On Cover" status.

  I have to agree with Mark, it has to be felxibale enough to "fudge" if there was an error to start with. For Admin users only is a good idea also if there was a snap shot in the activity section we could see what was amended and by who.
