Disallow case deletion if claim records exist or any record is On Cover

At present it is possible to delete a Case if there are claims records attached.

This should not be possible due to future problems it may create in calculating loss ratios - deletion should also be prevented if the case has had any documents created which have not also been deleted.

  I would also like to see cases 'undeletable' if any of their records have ever been 'On Cover'.
