Get Cover Percent question

Hi Guys,

I need to write a referral rule that says:

"If Field1 is more than 50% of Field2 --> Refer"

Within the rule-builder, when I select Get Cover Percent I need to populate 2 field values - which way round do they go

Get Cover Percent Field1 Field2 Greater Than 50

OR

Get Cover Percent Field2 Field1 Greater Than 50
