Set Risk Group Commission From Insurer in Rules

There's a rule that allows you to "Set Risk Group Commission" which sets the Broker Commission.

I'd like to be able to set the Commission to Insurer the same way .

It looks like the rule "Set Rate" has an option for Commission From Insurer, however I cannot select the risk group. It also doesn't seem to set anything
