"Insurer for Group" Is NOT to be added to Report conditions

Currently reports allow a condition "Insurer for Group" "Is" ......

With an increasing number of insurers being added to our system with an increasing number of risk groups it would be extremely handy to have an "Is Not" option available.

By having this we can run far fewer reports to run ensure that ALL risk groups have been updated correctly and avoid having cases showing on multiple bordereaux.

  There is both an IS and an IS NOT on Insurer for Group and Insurer now.
