Rules for All schemes

It would be useful to have a new category of rules for All schemes. This would allow us to set IPT, brokers fee's, commissions, create documents (i.e. Invoices, EL Certs, General advice & information) and run postcode checks with one set of rules rather than having to add these per scheme.

  This would be brilliant, but would need to work for shared schemes as well

  All scheme rules would also be useful for Sanctions checks when it's working
