Ability to limit user scheme access at user level rather than scheme level.

At present when you want to choose who can see and access what schemes you have to go and do it at scheme level. COBRA (Jamie Green-Innes) suggested that it would be more useful and less time consuming if you were able to administrate this from the user setup instead.

What are the community's views on this?
