New question type - "Year"

An additional question type for "Year" would be very helpful to most of our schemes.  We often have to ask the year of construction of properties.  Currently it is hard to ensure that a valid year is entered.  We can make the question a number and ensure it have more than 4 digits but that's about as much validation as we can do.

If there was a new Year question, not only could it validate the answer, we could set a limit on the years in the past that are allowed (much like the current Date question).  Also, it would update every year allowing the current year to be entered but with no changes needed by the administrator.

I am guessing this would also be handy for motor policies that require the year of cars.

  This is a brilliant idea. It is really difficult to check for a year using current field types and it is required on most schemes.
