Add Trigger to Spacer Questions

Spacer questions are basically used to make the question layout easier on the eye.  However, if there are "sections" of questions that have a trigger, and they have a spacer question above or below them, it is not possible to show or hide the spacer with the rest of the triggered questions.

If there are multiple sections/groups of questions, all with spacers between, and they all get hidden, you are basically left with a big blank area where all the spacers are still showing.

So triggers on spacers would just neaten things up.
