How can I trigger the TOBA to be generated?
I have been asked to upload a TOBA, which I have done.
Problem is, the "Website" tab of "My Company" still says "No File Chosen" and I have no idea how to test whether the file is actually there.
How can I trigger the TOBA to be created or sent ?

Unfortunately you've found a deprecated feature! In the next version of SchemeServe the TOBA upload in My Company is planned to be removed.
Years ago it was used to upload the TOBA that all Agents on all Schemes should be forced to agree to before using the software. However, SchemeServe has changed a lot since then and now Agents cannot Get Quotes until they have manually been set Active by authorised staff. We also found that a single TOBA for all schemes in all situations was often not applicable.
If you think there's scope for a more useful feature that could handle the majority of TOBA situations please raise a request in the feature requests forum as we'd be very interested to discuss with all users.
