Can we stop cases with set criteria going on cover by rules?

We have a requirement to prevent cases with an inception date of 1st May or after going on cover.

I tried setting an On Cover rule to refer if the inception date is equal to or Greater than 01/05/2012, but it didn't seem to do anything.

Is there another way around this that you can think of?
